I want to change the needle position in my '00 SX700 carbs by one notch per the pipe manufactures suggestion. A couple questions:
Do the carbs need to be removed to do this or is there a better way?

You can do it with the carbs on. You just take the top off of each carb then use a ball end allen/hex to get the 2 screws out of each one. The size you need is 2.5mm or 3mm. I forget which one. I have changed mine so many times it's not funny. When you go to loosen these screws it's easier if you hold the throttle open all the way at first and you can do it by yourself. Just loosen these screws until the slide falls down in the carb, then remove that piece that the screws go through from the carb, you have to slide it over then tilt it to get it out of there, then let off the throttle and use long skinny needle nose to pull the needles out. Be careful with the washers though, sometimes one will stick to the clip on the needle but not always. The easiest way I have found to get the washers out after you take the needle out is to use the needle nose, if they are small enough stick the tips of the needle nose through the hole in the washers and pull apart, or better yet use spring loaded needle nose. Then just pull them up out of there. It's easy. I can change all 3 of mine in less than 5 minutes.
