You need more primary weight. You shouldn't try to control your RPM with your secondary.
Change your inner rivet on the primary weights to a 4.5 gram and you should see an improvement.

rpm
what could cause the rpm to increase like that?

Well if you are running a Yamaha 8DN belt, you could switch to a Ultimax-3 which is a stickier compound belt, and you could easily pull the RPMs down about 300 RPM. Maybe your sled was clutched for an Ultimax belt??
The SXRs over-reved right out of the crate.

My 2000 SX700R was over revving even with a brand new OEM belt. It went away after I towed an Arctic Cat a few miles. Might just be the tackiness thing that Exciterfan was talking about.
The stock clutching in the 600 & 700 triples is way out too lunch. You have to add more primary weight & this 100% normal.
Over Reving

I know exactly how it will end because if have clutched about a dozen 600 triples. By adding a 4.5 gram rivet to the inner hole rpm,s will be 84-8500 rpm all day long.

I guess the question is did it ever run at 8300 as it's supposed to? And Turk is right the 600 triple is the most improperly clutched sled they ever let out, they all turn 88-9000 and when you load it down low correctly then it goes lean. I ended up with 8BU-10's in Nan's.

AND..... Turk is the Man!!!
I know my first post on this thread said exactly what Turk just suggested, but that's because I already took his advice and installed the 4.5 gram rivet in my 600!!!

4.5
would a 4.5 fix this problem in a 700 ? or is it just for the 600's

Depends on what year & model of 700. they were all clutched differently.
