Trailer, Axle, Electric Brake Queation?

I have a 2001 Snow Pro V-nose enclosed trailer, it is a 12 footer with a torsion axle and no brakes., 10in wheels and 3000lb gvw, The axle is 3500lbs.
The questions:

The axle has a lot of rust on it, when do you replace these? when do you know it's time for a new one?

When I do replace it, would it be worth it to put electric brakes on? I always have two sleds in it with lots of extras, also cabinets for storage, I am sure it is over loded to some degree and figure I can't be the only one doing this?

hey bob the rust on axle is normal ...aint hurtin anything .....you arent close to overloading it sled is olny 600 to 800 pounds each ..olny reason to replace would be cause torsion is broke and sagging or if the spindle is worn to were the bearings dont fit tight ....i would just replace bearings and seals and pack good with grease ....
