Shift out rpm vs max rpm...are they different?

Getting to be the time of year tot look at my sled again. I had a list of things to do I stuck in the trunk. Last season was bad $$ wise & I couldn't get out much. I did go to the popular 8dn20, 4.5g, www, rx-1 helix, green secondary...forget the wrap tho. From what I remember 99's should max out at 83-8400 right? What should the max rpms be at upshifting when your WFO? I know I'm over 9K...around 9200 or so. Can't quite get the space to check top out rpms, but I'm in the ballpark...maybe 8500ish. Is my upshift too high? If so, how would I change it? Thanks for any info.
 
For best acceleration you wanna be 8100 slowly climbing to 8400 rpm.
You need
A helix with a steeper initial angle
or
More inner weight
or a combination of both
