I have a 04 Viper S and was thinking of gearing it factory is 1.73 and would like to go for more bottom end i don't race so top end is not important to me.
 
Your stock gearing is 22/38, you can drop 1 tooth on top and go to a 21, this will make the sled more aggressive down low like your wanting.
 
Yes, with that particular gear change you can. There should be a chart in your manual, or the pages in the Tech section.

While you can easily calculate the theoretical loss in top speed potential, it is highly unlikely that you ever were reaching theoretical top speed with your previous setup. You will likely hardly notice any difference at all.

Personally I llike to go down more than 1 tooth on top, but then you might notice the difference on top end. But man what acceleration (if you get traction) you get in return.
 
ya, youll just have more bend in the chain with the chain adjuster, the viper has a 68 link chain stock vs the 70 link in a srx so youll be ok going down 1 tooth more. It will take awy a bit of topendbut be alot more aggressive down low into the midrange, it probally would still do over 80mph but not a bunch
