Sure looks like Portland to me.
My GF lived there for 12 years before moving to milwaukee with me. I have 2 older brothers that lived there, and I nearly moved there as well.
It is scary when it gets icy there. they don't have plow or salt trucks really at all. If it gets icy, the whole city shuts down.
The sad thing is that they can run studded tires. Most of this video could be avoided if those cars had studded tires, and most folks did not drive that day.

I was supposed to be in Portland that day & fortunately, I watched the weather forecast & stayed south of town 40 miles in Salem where we had a little ice but nothing like what Portland got.
What the video does not show you is how steep the hills are where those streets are located.
The guy in the all wheel drive Volvo that was bouncing into everything is 70 plus years old is a well known business owner in downtown Portland & really was extremely embarrased by this. Imagine his insurance bill for all the cars he hit!! At least he had the $$$$ to cover it all!!! LOL
As the video shows, you can be stopped & ole gravity just starts to pull!!
Of course, mostly only idiots will be on the roads those days....it was well predicted that this snow & ice event was going to happen...but people still venture out.
It was funny watching all the news video coverage from the comfort of my hotel room as I waited out the storm & headed home that afternoon.
As horkn stated, the city of Portland has minimal snow removal equipment & they do go into a sort of panic mode when there is 1" snow called for.
It amazes me that people who drive up to Mt Hood or over here Mt Bachelor for sking on my side of the mountains cannot drive in their home town when there is a bit of snow.
Luckily, this only happens once in awhile in Portland.
Alot of body shop guys were real busy after this event!!

I heard ice events in Portland are fairly common due to the cold coming in from the north and the warmer moist air coming in from the Pacific.
In any event I wonder if the rents higher for the apartments in the buildings overlooking those hills. I know if I had to move to Portland that's where I'd want to live.

Well, I guess if "common" is once a winter, give or take, then it is common.
There have been winters where there is "no snow event" as they call it.
Portland sits at roughly 400-500' in elevation. The hills around Portland can go up to 800-900'.
So, if the snow level as we call it gets down to that 500' line, they start to panic and will close schools BEFORE the snow hits.
Last winter was an above average one & I think Portland had 2 or 3 snow events of which the one in the video was the worst.
Your right in the moist air coming in from the Pacific & the cold air coming down usually from the Gulf of Alaska and then dropping the freezing/snow level as they call it.
We have lived in OR since 85, (transplant from WI) & live on the East side of the Cascades where we do get the snow. But, the typical snow level is above 3,000' and most often is above 4,000'. My house sits at 4200' at the base of the mountain range so we are right on the edge. Last year we had roughly 70" total at the house.
Portland I think got around 6-8" total last winter which is big for them.
While on our side of the mountains & at the local ski area, Mt Bachelor's total annual snow fall last year was 520"...yes, 520" of snow.
It was a great year. Thats why I still rode in late May !!!
This year is starting slow.
We get effected by the El Nino's, El Nina's & La Ninos, whatever in the Pacific.
It is predicted to be a more normal winter this year based on ocean temps. We will see.

Yeah, isn't that video from the pearl district?, the NE area of town?
My oldest brother used to live in that area of town. The prices are VERY steep for apartments. And most have no parking to boot.
I really love Mt Bachelor and hoodoo. I don't get to snowboard there as much as I want to.
You know, eventually my GF and I want to move back out west. Where you are rob sounds like where I want to be....

Yep, this is a real nice area to be & unfortunately, alot of Califonians figured that out too!!
As we say here, we have been "Cali-fornicated" LOL !!!
While we dont mind folks coming in...its just that they bring with them the frickin attitude that should be left home!!
Of course now with the new economy...things have screeched to a halt!!
If ya come to central Or, bring a pile of $$$ as our housing is still very high even with the downturn. Our housing values have only dropped by about 15% which is not bad if you are in the same house for at least 4-5 years as we had 15-20% increases ANNUALLY !!! CRAZY.
If ya show up in town, ya better have a good job lined up or connections or ,be part of the 700 Billion Dollar bail out !!!
The saying around here now is: Bend, Poverty with a view!!
But, the climate is awesome winter & summer & the scenery is incredible & the snow as you know is really nice.
And since I grew up in eastern WI, I know what your climate is like!!
