cleaned the carbs and is really super soft and boggy up to about 2500-3000 rom then runs fine. Any ideas?

Probably didn't get the pilot jets cleaned out well enough. I've never been able to get gummed up pilots clean by spraying cleaner or air through them, I take a bread tie wire or cut one off a wire brush and run through them, spray cleaner, repeat...
Its kinda hard to see through them, but you should be able to see a tiny, ROUND hole through them when they're clean. A quick way to test if its the pilots is to flip the choke on for a second and see if it helps it run better from idle.
