Old Enticer 300 not getting fuel?

I need some ideas. I am trying to get this enticer to start...I am pretty sure fuel pressure is not strong enough getting fuel up to the carb. I cleaned the carb already.

The gas cap is broken, so it does not seal properly. Could that be my problem? I havent taken the fuel pump off yet to look at that.

I can see gas getting about 1/2 way up the fuel line, but not close to the carb. If I use starting fluid in the plug holes, it will run, untill it burns that out.

I took the fuel pump off and cleaned it, it was fine, but I think my problem now is I am not getting gas from the tank. Is there a filter in the tank? If so how do i get to it?

gas tank

You will have to remove the tank shroud and get to the top of the tank. You will see a rubber cap held on with a spring type clamp. Just remove a lift everything out of the tank. Go to Ronnies.com and look at there parts diagram. You will see the breakdown.
 
i would also change the pulse line from the motor. chased one of those for 2 weeks before i brushed it and it fell off.
