1989 Phazer top speed 40???

I have a 1989 phazer and I cannot get it to go over 40 mph. When it gets up to 40 it starts to bog if you give it more gas and will not go any faster. But, when it is on the stand it doesn't do it. It has 140 psi on both cylinders and the clutches seem to be working ok. Anyone know where else to start looking????
 

Are the springs good? My buddies was broken and did the same thing. Just a guess?
 
If your track is spinning freely, your chain and gears are working good, the brake is not dragging, and the bearings are good, then it has to be something with the clutches or engine. Just work from one end to the other of the drive train and use the process of elimination. You either have too much friction someplace, or you are not generating or transfering enough power.
