fuel screw setting

does anyone know the fuel screw setting on a 96 vmax 600. one carb was at 2 turns and the other was at almost 2.5 turns

can someone explain the screw setting?

it says the setting is "2"? does that mean 2 full turns from when it first catches the thread? or do you screw it to the bottom, and back up 2 full turns? thanks
