Rear suspension shaft washer question

I am rebuilding my 2001 sxr proaction suspension and on the rear shaft, where the transfer rods go, there are two washers per side. Do these go between the transfer rod and wheel or outside the wheel against the metal end shaft bushing?

Large washer goes against the pipe[holds grease in]smaller washer next than the transfer rod.
