Broken Handwarmers....99 Vmax

They went full hot then out...so I changed the voltage regulator...nothin! So I changed the resistor switch thinking that blew when the regulator went....nothin!
Am I missing an inline fuse somewhere that I can't find? I just rebuilt the motor and it runs great....but I can't fix handwarmes?! When I the thing apart...I didn't see any other places to look.

One or both warmers have shorted out.

One or both warmers have shorted out.

unplug the warmers and check for continuity. this will tell you which one is bad.
