effects of adjusting stopper bands(limiter straps)?

anyone know what effects are of changing the stopper band settings? I noticed that you can make the longer or shorter, to put more weight towards the skis, or more towards the rear..I believe mine is set more towards the rear, the sled does not menuver very will at higher speeds, and does not take bumps will, and I really feel the suspension...I was advised if I changed the stopper bands and put more weight towards the skis, it will help on bumpy trails and give me more control, while the negative is less accelaration and topend speed..Is this true? will this give me more play in the suspension? i have a 2up sled, and when someone rides in back, the suspension almost bottoms out, I wonder if i put more wieight towards front, it wont bottom out as much, or is this not true? just courious before I attempt to do this..thanks, Pete
