Phazer timing off after rebuild?

Just rebuilt the kid's '95 Phazer motor due to crank issue. Replaced stator/plate as close as I could to the original position (screw marks only for reference). After re-mount, motor started right up but would not idle and stalled. Seems like a very weak spark but got it to run around the yard but ran crappy - like the timing is off. Anybody know how you are supposed to get at the stator plate adjusters and adjust timing with engine running? Any other ideas?

Try bypassing the TORS. You will need to set the timing in any case. It could be trouble if you do not. Get a genuine Yamaha service manual at a dealer or eBay. Don't know how you rebuilt the motor without one ??
