what is the diffrence between the 96 pro-action suspensions off of a 1996 xt and the newer 97 and up proaction ? i know the rails are slightly diffrent but what are the other diffrences and is one better than the other ?

Oh off the top of my head no FRA adjustment and 10.5" of travle VS. the
'97's FRA adjustment and 11.5" travle,alum wheels vs plastic, slightly differnt bolt pattern to the tunnle,,, im sure i'm forgetting one other...but thats the biggest things.

Just to add to what daman said, The FRA changes the effective travel rate of the rear coil over shock and spring assembly.

Lower position stiffens spring and speeds up shock and allows a wee bit more travel. Higher position lower spring rate and slows shock. I prefer stiffer with faster shock myself.
