how do you change the rear outer wheel bearings from the in side or outside?
You must remove the wheel and there is an internal snap ring on the inside. If it's the left side just remove the wheel, if the right, you must slide the axle out to remove the wheel.

im trying to replace the bearing in the wheel. the rear outside wheel seems to be covered on both sides with plastic hidding the snap ring. which side do I remove?

The plastic covering the bearings should be able to come off...Get a screw driver
and slide it down the hole and see if you can get the edge of the black plastic...
A slight tap on the handle should get it off...from there you should be able
to get at the snap ring...
