Hey, got a new to me Enticer. The choke was broke so I got a new one. Could not get it started. New plugs. Nothing. Dumped gas down the plugs, fired up. Without the choke on it idles real high, almost clutch engagement. Choke on notch 1, it runs fine. I see the carb boot is deteriorated and is taped up. I will replace. I will take off the carb and clean it soon. My main question is how to properly adjust the choke after installation? Any comments and help are greatly appreaciated.......

That is an enrichening circuit and not truly a choke, but it's quite easy to adjust. There are two positions, on the second position you should have it adjusted so that you have used up all the available travel since that would be your full 'choke' position. Don't make it too tight though, the plastic will break if you have it too tight! Its easy and you should have no trouble with a little trial and error.
