Coolant bleeding,etc

My cooling system seems to be circulating fine,I bled through the back bleeder,and the hose to the carbs is full,but my question: is that a bleed screw on the top of the carb heat valve ? Nothing comes out,even at pressure.

And,I set my pilot mixing screw at 1 7/8 this summer when I rebuilt the carbs,now it's actually backfiring,loud pops, when I let off the throttle.
The PO had them set at 1 1/2. My info by the engine says 1 7/8.
Everybody use 1 7/8?
Popping coming from the fogging oil ?
New plugs in after a couple of miles,no change

I think it's the retaining bolt that holds the valve into the manifold. The valve has a groove cut into it where the shank of the bolt rides which allows for the valve to rotate but not pop out.

It does look like a bleed screw though.
 
It is a bleed bolt..but you need to pull out the valve some to get coolant flowing,Most use 2 turns out on the pilots 1 7/8 never seems like enough,i dont think thats what causing your BF tho,is this a stock sled?

Yep stock.
Found the problem.
The sled was running fine except when it came down to idle,it would struggle about 3000 rpm sounding like it was running on one cyl, huge backfires,man I thought the exhaust was going to blow off,and after about 15 sec it would come out of it,until I came back to idle again.
It was the TORS,I jumped it out by the carbs , and all it great!
