Why would anyone purposely design a radiator to be pop riveted in, and to drill out the rivets, you have to drill towards the radiator? I should be more careful. I drilled into the radiator. It is a small hole(less than 1/4 in), is it possible to weld it closed. I know some racers with special welding equipment that could handle it.

You can weld it just fine. A good TIG welder with a good operator will work just fine. Next time take some electric tape and wrap the drill bit at the depth you want... then pop a washer down the bit, when the bit punches through it stops at the washer. Or, buy a drill stop.
