Clutch problem on 98 Vmax XT 500

A few weekends ago on I wore out a belt on my Vmax it had 2000km or more on it. I changed the belt to my spare and it worked great. I've rode 600km on that belt so far.

Today well riding my clutch wasn't engaging and shifting as soon as it should, it also seemed to be over revving up to 7500rpm at times. I also lost top end speed as well.
So I changed to my brand new OE belt and it didn't improve any. When I try to go it revs to 5000rpm before my clutch engages and the sled begins to move. I know with my sled it should be around 3300-3500rpm. Once I'm going the clutch doesn't want to "shift" to lower the rpm it seems to hang until I press the throttle a lot more then usual. When I'm cruising at 60kph the rpm are right around normal. It just seems that the clutch won't shift at lower speeds,it was running at 5000rpm at 20kph.

Can I lube the weights or springs to fix this problem? Does this seem like its a problem with my primary or secondary clutch?
