WOT bog after jetting changes

So I just changed the jetting (air screw, raised clip one position, adjusted floats)due to it running rich and fouling plugs. After this the sled bogs bad at wot and will barely hold 5-6k on groomed trail. 0 - 1/2 throttle it rips and if I find the sweet spot a little past half throttle it will climb to 8k and reach about 70 mph. Any more throttle and it bogs and I have to drop toms to 4-5k to before I get back on it. Here is where the jetting is now:

151 mains (no change... Was a 500)
stock pilots (500)
air screw 2 turns out
raised needle clip one position
synched slides (wasn't sure of how far open stock spec is but didn't move either very much)
float boals are within spec(with the carbs inverted they dot parallel ~22mm)

plugs look good at half throttle where it runs great. Didn't get a chance to check them at wot.

the floats were only 16-18mm before I changed them. I've tried fresh gas, new plugs, also replaced the coil when I made changes and cleaned the carbs, disabled tors, loosened throttle cable some.... Nothing helped.

Thoughts?

Primary is brand new and secondary has new bushings and spring (50 degree wrap) shifts put well
 
try putting the needles back to where there were and try it.
float height in my manual is 11 to 15, maybe you are starving it for fuel being 16 to 18
 
Interesting. I'll go back and look but I thought the tech pages had the floats at 22 mm. That would certainly be a problem.

Just to be clear this is a vmax 600 xt 1996
