Erick wins the prize. That bulkhead piece is used in every proaction sled made. Other engine cases have rear motor mounts in different places and that is when those holes are used. You can plug them if you want to. I believe they would have been plugged from the factory with a little black plastic plug.

I remember when I first brought the sled home and took off the air box there were two rectangular pieces of an old license plate glued over each hole with silicone and some kind of epoxy, what a thing to see.
I stripped down the sled and pulled off those two pieces of license plate and there were bolts about 5/16 dia. the head was on the top under the license plate and the other end looked like it was ground off??
I saved the bolts, if I ever find them I'll post a pic, just wanted to be sure before I filled them, thanks again.

Not sure about the license plate fix. A good large head multi grip rivet with an aluminum washer on the back side works fine. I usually put the head of the rivet on the engine side since the bottom of the carbs sit really close in this area.
