Number One Cylinder Flooding on 97 SX

I have been having a problem with my #1 cylinder flooding on my sx700.
I have replaced the float (new), and replaced the fuel intake needle & seat (new) and the small rubber o-ring that seals around the seat.
Compression is good and equal to the other two cylinders.
Anybody have any idea as to what else could be my problem?
 
Spark seems to be good, i have one of those in-line spark testers and it acts the same on all three cylinders.
 
I checked my pilot jet/air screw for adjustment and for obstructions.
Replacing the reeds was my next step.

mine did that when i first got it last year with 800 miles on it. fouled a lot of plugs too. just beat on it a little and it runs fine except for a little oil in the exhaust. 98 700 sx. hasnt fouled since the begining of last season.
 
Check the choke plunger on that carb. It may be sticking. With the choke in the off position, look at the plunger to see if it is out farther than the other carbs. There should also be a little play in the choke cable at the choke pull on the choke linkage. If the plunger is out farther than the other carbs, you will have to take it out and clean it. Gumout carb cleaner spray works great for that.
