I cant seem to figure out how to wire an SRX 700 tach to a viper 700 harness . Specifically where do I pick up the signal for the brown wire (on the back of srx tach) on the viper harness?

its not the brown wire, its yellow/ black, same wire used on srx as viper, thats the tach feed wire from the cdi. you also need the tach from a 2000-02 srx, not 98-99

tach

I am at work now but if I remember correctly there is a black (grd), blue (lights) and brown (?) comming off the back of the tach as well as the green for fuel guage

yep, you have a 98-99 tach wont work right

you need a 2000-02 tach, the yellow/black is the tach wire.

98-99 have ac voltage, and is a voltage induced tach that merely comes from the harness, where as the 2000-02(vipers included) have dc voltage systems, signal right from cdi box.
