Finished up the 99 SRX 136" extension (tracks rail ext; all stock front/rear SRX shocks; camo 9831 track) and it does sit perfectly flat after a few tweaks. Here is where everything is set:
FRA-- softest
rear/rear shock-- 3.4" just below midpoint of suggested stock range
rear/front shock-- 3.25" just below midpoint of suggested stock range
limiters-- pulled up to just over an inch of threads
front shocks-- 3.75" just above midpoint of suggested stock range
front shock mounts-- flipped, raises front by 1"
skis-- viper skis; lower mounting point lowers front by almost 1", offsets

Haven't had a chance to see how it transfers yet (no f!@#ng snow) but it sits flat and has equal gap above/below transfer rods w/my weight on.

If I Flip The Mounts Do I Have To Cut Any Of The Plastic Above The Shock,
