Can you guys tell me who makes these and how do I go about adjusting them? There is a lock nut on bottom. If that's used for setting them what's the blue parts for? Where do I take measurements from for setting them?

they are bender rods. Pull downward on the blue sleeve & twist, there is a little pin that locks them in place when you make a full revolution. Twist one way & open the gap- more transfer, twist other way to close gap- less transfer, better steering.
 
The locknut is just that, a locking nut. When you are twisting the blue sleeve, you are threading the silver part in & out of the blue part. Keep twisting one direction or the other, you should see the silver part go in or out. The blue sleeve doesn't move up or down, it just spins. It is threaded internally 7 connected to the silver shaft inside of it.
 
there is also little lines on the silver part that goes in & out. You can count the lines & adjust both sides so they're equal.
