1980 excel v electrical

I have an 1980 excel v That keeps blowing the head light and tail light, what would cause this? Does having a battery hooked make a difference? The previous owner ran it without.

Sounds like a voltage regulator problem. That is the only thing I can think of that would cause the issue.
