95 Phazer won't idle, starts hard

Just fixed up a 1995 Phazer II, custom paint, new seat, etc.

I choke it and i can pull it and pull it and it won't start.. i BARELY touch the throttle, pull it, and it fires right up...

It seems to run "ok", it bogs a little, then picks back up and runs STRONG...

When I let off the gas and it dies, cuts right off, no chugging, no trying to stay running, just falls right off and dies.

Any advice?? I just ripped the carbs off and am going to clean them tonight.. mikuni butterfly style, anything in particular i should be doing??

Anything to check besides the carbs??

Put the carbs back on and still had the same issue... then I remembered back when I bought the sled and just started tearing it down, there was a wire/cable wound around the top of the throttle lever and under the kill button. I didn't see the purpose in it, so i cut it off. By just putting the smallest pressure on the lever, (not even enough to move the cable) the sled would idle. I wound a new piece of wire around the lever and under the kill button, tightening up the throttle lever and boom, it runs perfect and idles.

Now my question is, how do i fix this the right way?? New throttle lever??
