Smaller drivewheels & gearing down

hey
exciter has a limited space for trackheights... i would like a 38mm on mine. To achieve this i must put smaller drivewheels. Does this have the same effect as gearing down? My plan is to gear down 2 teeth for faster acceleration. Is it possible to gear down and put smaller drive wheels at the same time? Would this be overkill for the clutch to handle? (track is 345cm)/d

I would say it has the same effect as gearing down. As you shorten the lever the track has on the drive wheels.
