02 viper TORS issue?

I've put on about 200km so far this year and the sled has been running great so far. I booked holidays for next week because my daughter is off school for 3 days. I took the sled out today, and not far from home, I let off the throttle to close up my jacket vents. It started bog/gurgle. It was like the choke was left on or something. When I added throttle, it got worse and backfired, the rpm's were at 3000. I let off the throttle and it came down to 1400 rpm and sounded good again and ran fine, had it up to 120 km/h with no issues. This happened about 4 times today, and not every time I slowed down. there is no bog on acceleration. I have done nothing to this sled prior to this happening. I have checked my throttle cable and it looks to have enough play in it. I've read about bypassing the TORS, but not sure how to do it or where the wires are. Do you guys think the issue is TORS or something else? I have not cleaned my carbs yet, but it isn't sounding like a carb issue to me. I've been wrong before though (have a wedding band to prove it) Ideas? And some pictures of these wires to pug in together for diagnostics would be appreciated. Thanks.

*edit* I have had wiring harness issues in the past, that was setting off my temp sensor. rerouting it seemed to fix that. I did find some rub through on the throttle cable sheath, but I don't really see that being a problem as it has a steel liner under the plastic. Haven't seen any other rub through, but not everywhere is easy to see

I drove it to a friends today about 15km away and had no issues. He unplugged the wires together to show me how it won't go over 3000 rpm, but it did? But when he was showing me how the system works, he noticed that my throttle wasn't always springing back into place at the pivot, and was able to recreate the problem. Lubed it up and it springs back properly every time now. Hopefully that is all it was, but now I'm wondering why I could still go over 3000 rpm?
