No High idle when cold

[Collingwood RTX]

My 06 apex rtx isn't revving up properly when its cold. I have been told there is an idle sensor? Its idles fairly smooth when its warmed up, but is really rough when cold.

any ideas? just put in fresh OEM plugs.
