Waht should my RPM be while cruising at 60 mph? It is about 7000, but if I jump on it it shoots up to 9000 or so. Does this sound about right?
It should be around 8500 for your top rpm. When's the last time you serviced the clutches and check the belt? worn clutch parts and belt could be the reason for the over rev.

its probably cause you need to change outer rivet to 4.5g.

i have 04 viper same thing 9100,took some advice off of here ,secondary spring was at 70 deg dropped it to 60 deg,dropped rpms to 8700 8800

The stock Vipers run best when you pin it....it should immediately tach at 8500 and if you can extend the WOT run it should slowly creep to 8700.....no more. I normally run the secondary at 60 deg. or 70 deg..........nothing more or less. Yes you could try and add weight to the tip.
