Is it normal that vmax 600 twin has only 3 positions for jet needle clip?

what do you mean 3 positions?
1, 1.5, 2, 2.5, 3 equals 5 positions. There are 3 slots. A combination of where the clips go will get you the numbers. There were more clip positions on the round slide carbs but the flat slides only have the 3 slots on the needles. Having both clips in the lowest position is 1. One clip in the lowest and 1 clip in the middle is 1.5 and so on.
