I just finished cleaning my PV's and am in the process of adjusting them. I idled the engine down to determine the full open position and marked the housing to indicate it. After reassembly, I feel tension on the wheel, to the point that when released, the "cable wheel" turns clockwise. When adjusting the valves, I backed off the cable adjusters all the way, used a 2.5 allen wrench when setting my spacing. After reassembly, I started the sled and idled it down to verify it would go to full open and will it hit its mark, it kinda bounced there and when I shut it off, the wheel unwound clockwise. What am I missing here? Thanks in advance.

You set the spacing with the pully full pull.It is to get the pv all the way to the top but not enouth that it will over pull.
Try this...lossen you cables so you can feal play at the pully
start moter and idle down..kill it when pully is full rotate
lock some vise grips on the pully lightly and tie it so they will not rotate clock wise
now you can adjust so you have the play and feal the teshion on the allen wrench without the pully turning.

I figured it out. I had the cable adjustments set all the way out. I neglected to read that full loose is the adjusters screwed all the way in. Works perfect now. On a side note...I did all my preseason upkeep myself this year...feels pretty damn good...and I'm not out the money.
