What is the correct procedure on how to do a compression check? Thanks

Pull out all the plugs, remove belt, and hold throttle wide open. Kill switch off and pull good solid pulls intill gauge quits climbing.

should this be done after warmed up? Or do most people do this cold?

Cold, because if ran different cylinders could be at a different temp.
