Chain tensioner ?

So my chain tensioner is seized...big surprise on this sled...but I took it apart and cleaned it out and when I put it back together the two washers seem to bind the wheel. Without them it is fine, albeit sloppy. Do these washers look too big ? Is the bearing supposed to protrude from the wheel cus my does a bit on both sides ? Not sure what my problem is here. TIA

Looking at your photo, the parts look correct. You definitely need the washers in place or else the steel wheel will rub on the aluminum arm and cut into it. With the two washers in place, there should still be some side to side play. It is possible a previous owner or tech reassembled it with the wrong thickness washers. Do you have a dial caliper or micrometer? If yes, measure the thickness of the washers and poste them and I will compare your measurements to the parts from my spare chaincase.
 
Looks to be just over 1mm...1.02ish.

On another note, the recess where the roller mounts is narrower as you go in...goes from 19.5ish mm at the outside to 16.5ish at the deepest point...the roller is 15ish...16 with the bearing (proud on both side)...those numbers dont add up.

With all the other goofy things I've found on this sled, (today some belt and a spark plug in the same cavity as the fr. exchanger) I'm assuming my washers are to big.

I have had this a couple times. Push the bearing out and look at the outside of the bearing. It is probably broken up from being tensioned too tight.
