Guess I would check that first, only one I've had that guage quit on ended up being the sending unit.

I've read that the harness rub through causes many sorts of issues but can't say the fuel gauge was one of them. But if you haven't had the harness out and inspected for a rub through that's where I'd start.
Or hook an ohm meter to the wires going to the gauge and start tugging/wiggling on wires while monitoring the resistance as a way of isolating a poor connection or short. Also, with the meter hooked up reach into the tank and slowly raise and lower the float while looking for a smooth change in resistance. If you see an erratic spike in resistance the resistor pads within the sender are bridged or the sender arm is lifting off the resistor pads meaning a replacement is in order.
Note: unplug the wires at the gauge before performing the resistance check to elimate the gauge in the circuit.
