87 Exciter decompression valve

Long story-short. My mechanic thinks that the decompression valve might be leaking. He said that he would have to tear into the motor to fix it. From what I have read it sems like I can just pull out the decompression valve and replace with a bolt. Is this correct? Should I use something on the bolt to seal it up?

Yes, a short bolt and lock tite.
