from a dead stop it likely needs to be richer mixture to get out of the hole on dirt or grass, install a larger pilot jet and readjust the fuel screw.

any slobber at exhaust ? maybe over fueled when throttled back
to an idle ....possible external primer added and drawing fuel it
can't use up till revved up ?? Pull plugs out and when giving the problem and see if damp or burnt clean..

most likely a clutch issue. The clutch on that sled worked very good when new, but wore out regularly, find new parts, or put a comet on it, if it has a comet, what is the engagement rpm?
