Power valve servo questions

i have a 99 srx 700 i bought a few years ago it does not seem to get full rpms runs 8100 i have cleaned power valves before but this is first time with manifolds off and test lead i had them right on the way i was doing them made me feel good
but the issue i see is when i start and run then shut off servo only moves a little i dont really wanna hold it wide open hanging there with no load but when i use test cable to 12 volts it moves further than when i shut it down or run it maybe 1/4 inch more
any thoughts? thanks guys

Thats pretty normal it has to do with the self cleaning mode i think.I have to choke the sleds to get the pully to open all the way for adjusting.

Just idle it down to around 900rpms and the servo will open the valves. Mark the servo position and adjust, you have to keep an eye on the servo because it will move while adjusting.
