CDI on the Viper will only allow power to the grips when the rpm is over 4000.
Use an ohm meter to truly test the grips. Unplug the harness to each one. You should see 1.6k ohms between the two black wires on each grip. When wired in series you should be close to 3.2k ohms.

4000 rpm untill it power is sent to the controll dial? does the controll lower the voltage when set to its low setting? what voltage should i be looking for if ohms are all good? do you know the ohms for the thumb warmer

The voltage does not go to the dail and then the grips. The power comes from the CDI to the grips. The dial is a variable resistor and "tells" the CDI how much voltage should be sent. If think they start at around 5 volts and go as high as 12.5 volts in the tests that I did. I worked on my Viper for two years trying different things to get my grips hot. Finally ended up modding some Apex grips. You can read about that here http://www.totallyamaha.net/forums/showthread.php?t=78800
The CID only allows voltage out to the grips over 4000rpm. Why? Not really sure why Yamaha did that but it is the same in the 4strokes as well.
