97 vmax twin too much oil?no gas?

hey all, im helping a friend work on his 97 vmax 600.it wouldnt start so we took the carbs off.when we pull on the starter rope it seems that nothing but oil comes out of the fuel lines.can someone point me in the right direction? thanks Al

Clean them carbs while they're out.

cleaned them up,turned out there was some kind of blockage in the tank to pump line.blew it out and was good to go
