I'm assuming you mean cylinders and not heads.
There is no reason to put Phazer heads on an Exciter.
To put Phazer cylinders on an Exciter block the crankcase must be fly cut to accept the increased diameter of the cylinders. The cooling fins on the Phazer cylinders should be trimmed to match the Exciter cylinders. Re-drill the Phazer cylinder stud holes to match the Exciter and use the Exciter studs and head bolt/nuts. Have the Exciter head re-cut to match the Phazer bore diameter and use them. This allows the stock Exciter cooling tins to be used. A couple of spots between the fins on the Phazer cylinders need to be welded up so the can be drilled/tapped to bolt on the tins. Use Phazer head and base gaskets and just open up the holes to match the cylinder studs where needed.
For jetting go with stock Phazer specs for starters and work from there. Many just used the Phazer carbs and let it go. Others like to use a racked set of flat slides from Vmax 500/600 twins. Either will work but the flat slides are a better more tunable carb. SRX 440 air boxes work great for a near perfect factory look.
Good luck,

I can't help ya with jetting. Never built one. Stock jetting specs are in the tech section for the Phazer. That would be a good place to start. Altitude specs would be in the book or on the inside of the hood on a Phazer (I don't have one).
There are a few guys at Vintage sleds that have done this with both stock Phazer carbs and flatslides. If you go over there and ask I'm sure you will get help.

Ya that's pretty cool I just put air socks on mine which I may kick myself later for. But it tuned in way faster than using the shitty phazer butterflies it is pretty fast gotta find a 144 skid for it now
