Where do you get these or do you use a normal rivet? how do you weigh it, what size rivet works etc, sorry for all the questions but lost on this one. Done a search and found the procedure but can't find anything else on it.

Just done three runs about a 1/2 mile each, steady revs @ 8900-9100 so I need some clutch weight bad. I assuming after I get it down to 8400 with adjustments my MPG will improve, I'm currently averaging around 12-14 with the needle on 4 + 2 washers on top, sled is stock setup.

For a viper, you want 8500-8600rpm is the sweet spot with stock pipe, my own sleds always put them on 8600rpm. So if your at 8900rpm.. yes, you need some tip weight. 4.5 rivets in tips will likely do it for you.
You can always loosen up the secondary after you put the rivets in, this will likely get you spot on. The looser the secondary the faster the topend, but the less backshift you have for tighter trails, so you have to play with it to get the spot where you like it, 10 degrees each way makes quite a bit of differance.
