rear limiter strap 93 excited

Can someone tell me some in for on the rear limiter strap on a 93 exciter

Does the strap go around the axle or just through the tab?
Which way should the tap face?

I was looking at that picture before
It helps a little but it doesn't show the tab
But it does look like the strap goes around the shaft
