throttle and oil pump cable question

I am in the process of fixing up my sled after an encounter with an ice heave and I am putting on a set of handlebars/controls, etc. Does the throttle cable go above the oil pump cable on the throttle lever or oil cable on top? ....I can't remember when i dissasembled it.........thanks

Seems to me on my 99 the throttle cable is on the bottom, Slightly thicker and you could put oil cable in throttle slot but throttle wouldnt fit in oil cable slot.
