Clutch/belt cleaner... what's the story?

Hey, can anyone give me the lowdown on that clutch/belt cleaner you see for sale everywhere?

I know that the clutch faces should be clean, that's a no brainer. But how do you apply it to a belt? And why?

I've been planning on buying some... seems like it couldn't hurt.. but there's no directions on the damn bottle, so I'm wondering how the heck you're supposed to use it.
