Trouble shooting for a friend here. He has a SeaDoo jet boat that runs fine out of the water with the ear muffs/water on. He'll put it in the water and it flounders. He's just about out of hair to pull out.
Could be dirty carbs. With it out of water it really isn't under any load, even with the ear muffs/water on. That's where I would start, try cleaning the carbs. I'm assuming this is a 2 stroke? Not familiar with the SeaDoo jet boats.

He got rebuilt kits for the carbs and replaced the power valves w/ brand spanking new ones. Would improper adjustment on the P/Vs cause it to blubber right off the starting line? Or heck......Mabey he really mis-adjusted the carbs.
