Secondary Removal

I tried to remove the secondary because I want to clean the carbs. I have the parking brake set but when I try to loosen the bolt on the secondary it just spins the sheaves. I tried both a socket and an impact wrench. Why is this so damn tight? What can I do to get this bolt off? I really didn't want to force anything yet. I thought I would ask for a bit of advice first.

Hold the brake or put a pin between the rotor fins. Then remove the bolt.
 
x2 on holding the brake lever. I usually have to do that as my parking brake isn't set tight enough to hold the rotor when removing the secondary bolt.
