Yes, that is what you do. Pull it up as far as you can (spring loaded) a few times to make sure it actuates properly and then adjust it.
Does anyone have the measurement?

No measuring needed.
With the choke lever in the off position and plungers down you need a little slack in the outer sheath of the cable at the adjuster. Just gently pull the cable until you feel resistance from the plunger spring. 1/16" movement or so. You don't need to measure. Feel and eye. Loose enough so the keeps the plunger seated when the choke is off but tight enough so the lever starts to pull the plunger up right after initial movement of the lever.
Cable routing can effect things so check after it's routed.
